The Four Social Insurances When Leaving or Changing Jobs — Just What to Do at Each Agency

1. The boxes this post covers

The four major social insurances are the National Pension, Health Insurance, Employment Insurance and Industrial Accident Compensation Insurance. (S1)

Filings made by the workplace and filings made by the individual are separated. Deadlines differ by insurance. They are not unified to 14 days.

Common form instructions: the "date of loss" of coverage is the day after the date the reason for loss occurred (the retirement date, etc.). Example: leaving on January 31 → loss on February 1. (S20)

2. One channel, or split by agency?

The 4 Major Social Insurances Information Linkage Center (https://www.4insure.or.kr) states: "You can file tasks related to enrolling in the four social insurances (National Pension, Health Insurance, Employment Insurance and Industrial Accident Compensation Insurance), changing existing enrollment details, withdrawing and so on all at once, and check the results online." It is available 24 hours a day, all year. (S1)

The processing bodies are the competent branch offices of each agency. The filing deadlines also differ by insurance. (S2)

Where to file: the branches of each of the four social insurance agencies, or online at www.4insure.or.kr [Electronic Civil Services]. Electronic Civil Services: Civil Petition Filing > Subscribers > Loss of Coverage Report. (S2)

National Pension Service: "There is no need to file separately with each of the four social insurance agencies; everything can be handled at one agency with the four social insurances common filing form." Filings can be made online through 4insure and the four agencies' EDI. (S8)

"The subscriber's date of loss of coverage cannot be changed on the site, so please make the request to the relevant agency." (S21)

4insure is a channel for filing all at once. This post does not say that every individual request can be finished in one place.

3. Health Insurance

For workers who are employee subscribers, coverage changes on the day after the employment relationship ends. (S5)

Employer: submits the employee subscriber loss of coverage report (Enforcement Rule Form No. 8) to the National Health Insurance Service within 14 days from the date employee subscriber coverage was lost. (S4, S3)

When the employer has submitted Form No. 8, the regional subscriber acquisition/change of coverage report (Form No. 5) is deemed to have been submitted. (S4, S16)

National Health Insurance Service policy center: after the loss is processed through the workplace's loss report, regional coverage is acquired ex officio. The acquisition date is the date employee subscriber coverage was lost (the day after leaving). (S15)

Dependents

Duty to file: the employer for the employee subscriber; the employee subscriber for workplace dependents. The deadline is 14 days from the date of acquisition. If a dependent report is filed separately after the employee subscriber's acquisition/change report, filing within 90 days of the change date makes it retroactive to the date the person could have become a dependent. After 90 days, it is the date the report is submitted. (S6)

Channels: the NHIS website (Civil Services > Personal Services > Coverage Lookup > Dependent Coverage Acquisition and Loss Report), the Health Insurance 25si app (civil petition board), 4insure, branches, fax, mail, 1577-1000. Some policy center pages give the app name as The Health Insurance. (S6, S23)

Two boxes for premium settlement

What the National Health Insurance Service calls "premium settlement (year-end settlement)" covers employee subscribers as of December 31 each year. People who have left are excluded. Employers report the previous year's total pay by March 10 of the following year (May 31 for employers at sole-proprietor workplaces, June 30 for employers filing under faithful reporting). (S14)

Settlement at the time of leaving uses the "total pay for the year" and "months worked" fields of the loss of coverage report. (S20)

It is not combined with the National Tax Service year-end settlement of earned income.

4. National Pension

When a workplace subscriber joins or leaves, the employer reports it to the National Pension Service by the 15th of the month following the month in which the reason occurred. The loss document is the workplace subscriber loss of coverage report (four social insurances common form, Enforcement Rule Form No. 7). (S8)

A workplace subscriber loses coverage on the day after the employment relationship ends. (S10)

If the person becomes subject to regional enrollment after leaving, the subscriber files the acquisition (income) report personally. The deadline is the 15th of the month following the month in which the fact occurred. The document is the regional subscriber coverage acquisition report. Channels: nps.or.kr, the "National Pension by My Side" app, branches, mail, fax, phone (1355 when no supporting documents are needed). (S11)

When the new workplace files a coverage acquisition report, regional subscriber coverage is lost automatically. No separate loss of coverage report is needed. (S11, S10)

Premium payment period: from the month following the month of acquisition to the month containing the day before the date of loss. If you leave workplace A and join workplace B in the same month, the premium for the month of loss is paid at workplace A. (S8)

Refund repayment and deferred payment are not covered in this post.

5. Employment Insurance

The employer reports acquisition and loss of insured status by the 15th of the month following the month in which the reason occurred. If the worker asks for it to be filed before that date, it is filed without delay. It is submitted to the competent Korea Workers' Compensation & Welfare Service office. (S12, S27)

The separation certificate is a different box. When the worker submits a request for issuance (Form No. 75-3), the employer issues the insured person's separation certificate (Form No. 75-4) within 10 days from the date of receipt. If the Employment Center requests submission, it is also 10 days from the request date. It is submitted to the competent Employment Center. (S13, S19)

Job-seeking benefit: the benefit period is within 12 months from the day after the separation date, so the unemployment report must be made without delay after leaving. Channels: the Employment Center with jurisdiction over your residence, Work24 (https://www.work24.go.kr), payment procedure. (S27, S19)

Eligibility tables and statements about advantages are not given.

6. Industrial Accident Compensation Insurance

The employer of a business subject to the Industrial Accident Compensation Insurance Act automatically becomes an insured party of industrial accident compensation insurance (Collection Act Article 5(3)). The establishment of the insurance relationship is reported to the Korea Workers' Compensation & Welfare Service within 14 days from the date it is established. (S18)

There is no box for individual settlement in the first-round materials this post received. It is not filled in with tasks for the individual.

The 4insure workplace loss report table lists loss of a worker's industrial accident coverage as due by the 15th of the month following the month in which the reason occurred, to the Korea Workers' Compensation & Welfare Service. (S2)
