This post covers Korean housing finance rules, and the linked official sources are in Korean. Jeonse is the Korean lump-sum housing deposit lease, in which the tenant pays the landlord a large deposit instead of (or in addition to) monthly rent and gets it back at the end of the lease; a jeonse loan finances that deposit.

Definition of head of household: the head of a household made up of a spouse, lineal ascendants (including the spouse's lineal ascendants) and lineal descendants (siblings not included). Deemed a head of household: ① a spouse who is a member of the head of household's household ② a prospective head of household due to marriage within 3 months as of the loan application date. For the Beotimmok jeonse loan, "including a prospective head of household through household separation or merger within 1 month of the loan execution date". (S10)

9. Where interest rates are disclosed
The Korea Federation of Banks consumer portal publishes comparative household loan interest rates (including a jeonse loan item). (S19)
The Korea Housing Finance Corporation publishes weekly and monthly average interest rates for jeonse loans made with the Corporation's letter of guarantee as collateral. Loans funded by the Housing and Urban Fund such as the Beotimmok jeonse loan, and local government interest support agreement products, are excluded. Check the actual applicable rate with the bank you want to borrow from. (S20, S21)

10. Application timing and documents
Original document list for the general jeonse loan guarantee (S2)
- Certified copy of resident registration and ID
- Annual income verification documents and certificate of employment or business registration certificate
- Lease contract with a fixed-date stamp and receipt for the down payment etc.
Application timing (general jeonse loan guarantee): new applications within 3 months of the earlier of the balance payment date and the resident registration move-in date. Renewals within 3 months of the contract renewal date (3 months or more after the move-in date). (S2)
Fund documents are checked against the documents listed by the trustee banks and Fund e-Deundeun. (S12, S14)
11. Sentences where eligibility and limits reappear in condition changes and term extensions
Original condition change guide. Checked on 2026-08-18. (S22)
- If the lease deposit exceeds 700 million won (500 million won outside Seoul/Gyeonggi/Incheon), only 1 term extension is allowed.
- For multi-home owners or those who acquired a regulated apartment, whether an extension is possible and its length differ depending on when the loan was newly made and the reason for and timing of the acquisition.
- The general jeonse loan guarantee and the special jeonse loan guarantee for young people without a home have restrictions on changing the target property. However, bank-funded general jeonse or young-people-without-a-home special jeonse applied for on or before 2025.8.27. may change the target property once.
- For group guarantees, the target property can only be changed to another building or unit number with the same landlord in the same rental complex.
- If the lease deposit is reduced in a condition change, the guaranteed loan must be reduced.
